HDB Commercial Tenants may apply for change in trade/partner(s)/business mode, transfer, assignment or renting out their properties. HDB Commercial Owners may apply for renting out their living quarters.
FAQ
- Do I need to apply for this licence?
Tenants may submit online application for changes in their HDB Commercial Properties. This includes changes in the tenancy with HDB for e.g. change of trade, change of partners, change of business mode, renting out of living quarters or part of the trading area, change of (Sub)Tenants (living quarters or trading area) or assign the premises to another party.
For Change of Company Name (with no change in UEN and no change of partners / shareholders or shareholding), you may submit an update form to HDB.
HDB Commercial Owners may submit this application if they are renting out their living quarters to new occupants from 1 May 18. - What conditions do I need to fulfill?

The processing time frame is within 1 to 14 days upon HDB's verification of the information as declared in the online application and receipt ofsupporting documents. - How much is the application fee?

Singapore 310480 - Who is the applicant or 3rd party filer?
The applicant is the existing tenant or proposed tenant (For assignment / transfer applications only). 3rd party filer refers to other parties apart from the existing or proposed tenant e.g. an agent, acting solicitor or proposed (Sub)Tenant, 3rd party filer should provide an authorisation letter from the existing or proposed tenant as a supporting document. For assignment application, authorisation letter from the assignee is also required for 3rd party filer. - Where do I get the 3rd Party Authorisation Letter?
There is no prescribed format. 3rd party Authorisation Letter refers to authorisation letter from the existing or proposedtenant for 3rd party filing e.g. agent / representative or proposed (sub)tenant who is submitting application on behalf of the former. For assignment application, authorisation letter from the assignee is also required for 3rd party filer. - If I rent (i.e HDB tenant) or own (i.e HDB owner) of a HDB shop with living quarters, do I need to apply to HDB to rent out my living quarters?
If you are a tenant who rents a HDB shop from HDB or owner of a HDB shop, you are required to submit an online application to rent out your living quarters. From 1 May 2018, the occupancy cap for 3-room and larger living quarters being rented out is six persons. The cap for 2-room and smaller living quarters is 4 persons.

- Authorisation Letter from all existing tenants/owners(i.e. the sole proprietor, all partners, authorized Company Representative or Authorised Office Bearer) and all proposed tenants (if any)stating that the filer/applicant is authorized to submit the online application on their behalf. Please also state the details of the type of application (e.g. Change Mode of Business/Change of Partners/Transfer to Next-of-Kin) in the Letter of Authorisation.

- Details of proposed operation (e.g. electrical loading required, experience in similar business operations including existing outlets in other location, etc)
